What makes a person spiritual according to the Bible?

A person is spiritual only when he is filled by the Holy Spirit. While every believer is indwelt by the Spirit from salvation, spirituality is an absolute; you are either filled and spiritual or not filled and carnal (1 Cor. 3:1–4; Gal. 5:16–17; 6:1). This filling is a gift received by grace through faith, not earned. We maintain this state by choosing to obey the command to be filled (Eph. 5:18) and regain it through confession after grieving or quenching the Spirit (1 John 1:9). Ultimately, spirituality produces the character of Jesus Christ in us.
