What is hermeneutics in Bible interpretation?

Hermeneutics is the science of interpretation — the disciplined study of determining what God meant by what He said. The word traces back to Hermes, the messenger who carried the words of the gods to men. Like mathematics, it is an exact science: when the rules of systematic study are followed, the interpretation of a passage is the same in every age and place.
