He directed it to people who trusted in themselves that they were righteous and viewed others with contempt (Luke 18:9). These are the ones who measure themselves by their own virtues while magnifying the flaws of everyone else, comparing their strengths to other men's weaknesses so that they tower above others and look down on them.
